Allowing remote root access is bad, which is why your system's default setup
does not allow it. There is a configuration file that you can change to allow
it, but, as I said, that would be bad. A better option is to use SSH to log in
as a non-root user, then issue the "su" command to become the superuser. SSH
is probably not installed on your system right now, but it is free. There is
also at least 1 free ssh client for windows. SSH will also do a secure FTP,
but I don't know of any free Windows SSH clients that support this feature
right now. You could FTP as a regular user, then login with SSH and move the
files.
