Actually sounds pretty good although I'm sure right wing talkshow hosts think it's a horrible way to spend money.

Sorry, I did not mean to mislead, I am guilty of not fully reading what I thought I was getting.
 
So here is what I see though, which is still significant
 
  • $2 billion to the Department of Energy for basic research into the physical sciences including high-energy physics, nuclear physics, and fusion energy sciences and improvements to DOE laboratories and scientific facilities. $400 million is for the Advanced Research Project Agency–Energy to support high-risk, high-payoff research into energy sources and energy efficiency.
  • $3 billion for the National Science Foundation, including $2 billion for expanding employment opportunities in fundamental science and engineering to meet environmental challenges and to improve global economic competitiveness.
  • $1 billion for NASA, including $400 million to put more scientists to work doing climate change research, including Earth science research recommended by the National Academies.
So, sorry, it was not 71 billion. 71 billion is for everything including energy research as well. A lot of it will be driven by environmental concerns of course, so in a way it is still tied in.
 
There is still a lot of money in there for Global Warming research, and my earlier question of how much of that will be spent on anything other than the accepted "truth" that global warming is happening is still relevant.

What's your source for that one?  I find it hard to believe that 9% of the
package was going to global-warming research and I didn't know that until
you told me.
